REGULAR CITY COUNCIL MEETING _ TUESDAY, JANUARY 2, 2007
Mayor Danderson opened the regular City Council Meeting at 7:11 pm. The pledge of allegiance to the flag preceded roll call. Present at roll call: Councilors Nelson, Donovan, Danderson, Lafleur, Poulin, Roy and Grenier. Also present: City Manager MacQueen and the press.
Minutes, Previous Meetings
Councilor Roy moved with a second by Councilor Poulin to accept the minutes of the 12/18/06 WS; 12/18/06 Regular Meeting. So moved, the motion carried.
Disbursements: It was recommended by the Committee on Accounts/Claims that all bills start date 12/19/2006; end date 1/02/2007 be paid for a total cash disbursement of: $3,319,155.86 Draft #1532. Councilor Nelson moved with a second by Councilor Danderson accept the disbursement summary and pay all bills as recommended by the Committee on Accounts/Claims. So moved, the motion carried.
PUBLIC COMMENTS: No public comments
1. Council Committee Reports. No reports.
2 Mayor=s Report:
- ATV Trails. The Mayor feels that due to the lack of snow, we should push more focus on the ATV trails. He knows people that stayed in Conway and paid for hotels, meals and ATV rentals, this has a local impact. He is however, concerned about the Jericho Mountain State Park Master Plan.
- State Representative Dialogues. Mayor Danderson recommends that Council form a dialogue with the State Reps and set up quarterly meetings. He also would like to invite the State Reps and school superintendent to discuss the important formula in education funding affecting our community.
- Councilor Roy moved with a second by Councilor Poulin to accept/file the Mayor=s Report. So moved, the motion carried.
3. Resolution appropriating Thirteen Thousand, Five Hundred Fifty Dollars and Forty-Nine Cents ($13,550.40)from UFB to the FY=07 budget line 01-495-995-1005 for the purpose of allowing final payments and closeout of the City Building Electrical Project (1st read)
- Councilor Donovan moved with a second by Councilor Nelson to table the resolution and to schedule a public hearing on January 15, 2007. So moved, the motion carried.

5. City Manager's Report
- Christmas Tree Pickup. Wards 1&4 Jan. 12; Wards 2&3 Jan. 19 or drop off at Tondreau Park. - Budget Underway. Departments will begin the budget process soon.
- Highway Block Grant Funding. NH DOT provided their estimate of the FY=08 Highway Grant. They estimate we will receive $191,713 in FY=08 compared to the $189,000 we receive in >07
- Time Warner Cable Rate Increase. Effective 02/01/2007.
- Home Health Nursing Services. Jill Dubey, Health Dept. Nurse praised in the Daily Sun Newspaper.
- Highway Trade Legislation. Representative Mears will introduce a Bill to have the State take over Jericho Lake Road from the City making it a Class III Recreational Highway in exchange the City would take over Cates Hill Road as a Class V city street.
- 411 School Street Revitalization Project. The CDFA Board awarded the City a $12,000 CDBG Grant to fund a feasibility study to determine the best use of the NDHS building.
- Norm Charest provided his December economic activity report which is attached for Council review.
- City Manager=s Time. Vacation the week of Jan 13-21. Laura Viger will be acting City Manager.
- Councilor Roy moved with a second by Councilor Poulin to accept/file the City Manager's Report. So moved, the motion carried.

7. Council Comments
- Councilor Grenier wants to invite the Time Warner Cable Manager to attend a meeting with the Mayor & City Council. It has been years since anyone from the Cable Company has met with City Officials and several questions need to be answered. The City Manager will contact the Time Warner Cable Manager to set up a meeting.
8. Adjournment - There being no further business, Councilor Roy moved with a second by Councilor Poulin to adjourn the meeting. So moved, the meeting ended at 7:51 p.m.
